Display threads as "headlines" on a non-vb page with RSS Feed?

I hope someone could help me with this idea I have that would make my life much easier.

What I want to do is create a forum for my site's news and give it it's own style to fit in with the rest of my main site and post news on my site using vBulletin. There are a couple of things that are needed for this:

- the threads in that news forum should be sorted by the starting date instead of the date of the last reply.

- then I want to use RSS feed to include the headlines of that news forum on my non-vb main site. The headlines should look something like this and only 10 or 15 of them should be posted:

News article title
Written August 11th 2006 - comments (12)

the number of "comments" will be the replies that have been made to the news threads.

If anyone knows how I could do all of this please help me with this. :D
