Infractions Only Where Moderators Have Power
 
I started writing this plugin but i honestly dont know what im doing.
I want my forum to only allow a moderator to give infractions in forums they have moderation powers in.

im pretty sure the main problem here is $vbulletin->forum['forumid'] but i could be wrong

anyone have any idea how to do this? i at least gave a good start... please help?
