A bit confused about something relating to licenses.
 

A long time ago, I remember you used to be able to grant permission to two other people from your forums to access the vBulletin.org forums with your license. I'm looking for where one might grant other users access now, and I'm unable to find it. Am I just misremembering or has the way one would go about doing this been changed?

You need to add their email address to your priority support section in your members area at vBulletin.com

Once they have been added to there, then they can register with those email address here in their own name.
