Is there a way I can add an option to notify an admin or a specific person or persons when an item is purchased?

Also, I would like to add a comment box for the item...

Basically, I am having a Custom Photoshop Signature item and I want them to be able to give the stock, background color, and other information when they purchase it.

After that, I want the purchase to notify a person or persons of the purchase so they may work on the signature, in the notification, there would be the comment box with the information on the signature.

Is there a way to do this?
