I was wondering if someones made a hack or could make a hack to control the wiziwig settings per forum / sub forum vs global vbulletin settings option?

Ha ha... ooo. WYSIWYG -- or phonetically pronounced, wiziwig. In any event, I've heard of no hacks that do what you're talking about. You're wanting certain buttons, say Underline for example, to only be available for certain forums -- correct?
