Announcement On The Fly

Ive done a search and found many global announcement solutions, but is there one that will show to the user on the fly? Without having to goto forum home?

If Im taking down the server for an hour, it be cool to send a global popup message to all users somehow without having to visit forum home, or hit refresh, or whatever
