Member managed banners (paid advertising)

Hi peeps

I am looking for a banner system, specs below.

- Member pays set amount per length of time they require.

- Once confirmed payment, Member can then upload a set size banner
and url.

- When close to end of banner subscription they get an email to remind them
then then have a choice to renew or ignore and the banner removes automatically.

Is this available (cant find anything)
If not, is this possible?
If so would someone like to have a go please :)
