User control panel/frame, like ADMINCP or MODCP, in a frame on the left of every page

See title.

I am aware that there are nice modifications already available which allow you to add a vertical side panel.

But I want to have one that is in the frame-format that the admincp and modcp uses. I want it to stretch from top to bottom like the admincp.

How would one go about doing this? Surely it must be quite straight-forward?

Ok here's a screenshot of what I intend it to be like (except of course, with normal user functions and site links, instead of the admincp functions you see there).

This doesn't exist, I just made it up in photoshop as an example.
