vReWrite Non-English Character problem

How can I Replace Non-English Characters in URLs?

I want to replace;

Code:

'Č' => 'c',

'č' => 'c',

'Ğ' => 'g',

'ğ' => 'g',

'Ş' => 's',

'ş' => 's',

'İ' => 'i',

'ı' => 'i',

'?' => 'c',

'?' => 'c',

'?' => 'u',

How can I do that, any idea? Also German sites should have same problem :)

There is just a xml file. Should I add "str_replace("Č","c",$url);" into the xml file and I reupload it?
