Urgent PM

Sup,

ok, i need a mod with the following features

Check box in PM sending area
A box/bar at the top of the forums tahat dosent go away until you view the urgent pm.

Bascically, if the user dosent have the 'popup pm' checked, they are still informed that they have a pm, but this is an urgent one.
even if they dont, they still have a message.
