How to let users keep their passwords?

Does anyone know what the setting is or how to get to it that allows users to keep their same passwords indefinitely?

It's really annoying that every so many days the system makes people change their password and won't let them use one that they've already used in the last X number of days. It's not the Pentagon, just a simply fun little website we really don't need that much security.

Help?
