vb3.5 custom permissions, how to add them?

Hi there,

quick question. I remember in vb3 I had to add some of the custom permissions in the init.php file. For example something like this,

$_BITFIELD['usergroup']['headeruploaderpermissions'] = array(

    'headeruploader'        => 1

);

However, I'm not sure if this is the case with vb3.5. and whether it could be added to the init.php file or can be added using the plugin system?
