EXCLUDE usergroups?

I have a slightly small problem.. I don't want the users that have own sub-forums, and that are moderators of ONLY THEIR OWN FORUM to be able to use the AWS, in ANY WAY.
Since it is not their job to warn the users of our forums, as we have our own moderators, in that purpose and that purpose only.
(this way, by giving sub-forums to regular users we are giving them the right to ban, in general)

Please help?!
