User Drop Menu

When you're in a post, and you click on a poster's name, you get a menu that pops up with the options of View Public Profile, Send a Private Message, etc...

How can I add on to that list? I just want to put simple "a href" tags in there but don't know what file holds this or where to make the change.

Any help is appreciated.
