how to move attachment into file system with safe_mode's enable ?

My forum's Attachments are currently being stored in the database now, and I want to move it from database into File System.

But I can't do it with Safe Mode's enable (this safe mode cannot be disable), so tell me anyway to do it without contact hosting..
