Making certain info mandatory

Is there a way to make it mandatory for all new members to specify the country as well as for current members to update their profile to fill the country?

To make it mandatory to select a country upon registration go to
Admin CP --> User Profile Fields --> User Profile Field Manager

Edit "Location".
Change "Field Required" to "Yes, always".
