Referrer contest

I was thinking of holding some kind of referrer contest. I would pay the one who got the most new users to the site in one month xxx$. You probably get the idea.

So is there a simple way of running this? Is the only way to calculate who has referred the most, or is there some function in vBulletin for this / a script that does it? Please help me, would want to start this promotion as soon as possible!
