Would like to administratively censor by user
 

Some of our users occasionally need to go to time-out, and I would like to be able to censor them per-user. I've seen the per-forum mods and the like, is it necessary to completely redo that or could one of those be tweaked to accomplish what I want? Ideally it'd just be a simple box in the Censorship options that we add their user ID to, where the rules would apply to them and them only. Pipe dream, or easily possible? I searched but didn't see it on here.
