showgroups.php - show empty groups

On the showgroups page, it list all groups with members. Is there a way to also list the groups that are empty and possibly show Open next to the name of the group?

I would like to be able to show my members all the groups (even the empty ones) so they can request to become a member of an empty group if they wish.
