A simple question...

is there something extra you have to do to get the animated smilies loaded and moving?

Nope. All you have to do is upload your smilies to your server

root/forums/images/smilies

And then go to AdminCP and upload them from there. You have an option to pick the smilies you want to upload, animated or non.
