3.5.2 - Only allow certain usergroups to reply to one thread

Some thing where I could enter the threadis in the admincp somewhere. I want to have only 3 or so usergroups to be able to reply to that one specific thread. Or exclude groups, either way. There is only one thread at a time for this, but it would be awful handy if someone who knew how could throw it together.
