Allow Members To create Groups?

Vbulletin.com pointed me to this board. They told me that I need a hack and it could be found here.

I want to allow my members to be able to create user groups/clubs on their own.

Can someone please tell me what I need. Thanks.

After searching for similar topics, even though this topic was for a different version that I have I gather that it is not a very good idea to add this hack?
