Is there a way to have a minimum jackpot? What am I doing wrong?

Is there a way to have a minimum amount to be in the jackpot, say 500 points? THEN let the pay-per-play build it up...

no, you have either STATIC Jackpot or a RAISING one, while the raising one starts at zero after paying out the whole jackpot
