Need Email list manager plugin

Looking for a plugin that will effectively manage email preferences for users, allow them to opt into/out of several lists, sends html and text emails, and handles bounces in some kind of way. Needs to be able to handle 500,000 plus members. Is there something like this, if no we would be willing to pay for development. Thanks!
