vBulletin theme on non-vB

Hey,

I got this script I want to appear in the vbulletin theme the user has selected, is there a way to achieve that... I mean to atleast get it so I can call the CSS of their selected theme?

Also, if nothign else at all, is there a way I can get the full nav/bar/login-details bar thing onto a non-vb page. The one that says "Welcome, <user>" and tells them their PM stats.. and such.. ??
