Give Admin permissions only to add/remove moderators, NOT forums
 

My apologies if a hack like this already exists. I did a search and couldn't find anything like it.

I discovered the Administrator Permissions, but I only want to give an admin permissions to modify users (mainly to change their usergroups) and add/remove moderators, which appears to fall under Forums. I would rather they not have the ability to add/remove forums.

Would there be a reasonably easy way to do this?
