A good one is HTML Kit as it highlights tags as you open and close them and is easy to use. Alternatively, good old notepad is another option. Just don't use frontpage as it pollutes the code with random junk.

Well, speaking as one (noob) I really like Dreamweaver, but it will set you back some.
