Agree to TOS before posting new thread
 
I think this must already exist, but searching for it came up empty (I probably just went braindead on the correct terms to search for). NamePros does something similar to this for their Appraisals forum, as an example.

Basically, some of my forums have very strict guidelines and I'd like to force people to view and agree to them before starting new threads. Also, I only want this turned on in SOME forums... not in all.
