Is there any way...
Is there any way (In IE) when downloading a file to have it save to the place you specify without it downloading into the temporary internet files folder and then copying it to the spot you've told it to save it to?

Have you tried right clicking and selecting "Save target as"?

AFAIK, there is no way to do that - if there is then it will be an obscure registry setting.

yes you can tweek the registry to save to a different location
