Perl ext. mod for news! Need help.

Who can will help and will write a script. It is necessary that the script (for example news.pl) chose from the set forum a threads containing last message and wrote link to this thread in a usual text file (for example news.inc)
And all this looked here so:
Forum title: (the Name of a forum)-it's link, Thread name: (the Name of a thread.)-it's link

I want start this script, every 40 min. from cron
