vBulletin API

Is there an API (HTML/XML/SOAP whatever) that will allow some basic integration in to vBulletin? I need to be able to do things like Logon/off, create a new thread, reply to a post, list threads in a forum, list forums, etc. But I want to do this from a windows app not a browser.
