Thread as Link?

Is there a way to make a thread into a link? Almost like using the same code for a moved thread link, but instead of making it go to another post on the site, make it go to either a link within the site, or an off-site link?

Almost like this

Start new thread > have a check box that says "Make this a Link" and that would have the subject of the thread the ability to use BBCode or HTML and parse it accordingly?
