besides sponsored search engines...whats a good way to get people over to ur vbulletin?

Content content content. Get as much content on your site as possible and get your site submitted to the search engines. You may want to listen to our recent vbcast as we talk about this topic. You also want to hunt down relevant link exchanges.... Do not spam! It will only hurt you in the end...

by content, u mean hacks and such?

and link exchanges...u mean go to other sites and trade site links to be displayed on each other sites?

By content, he means actual content. Articles, tutorials, walk-throughs, FAQ's, etc. Real content that will actually give first-time members a reason to visit your website.

Only a handful of websites online are popular solely because of their forums.

There are two things there. ONE is CONTENT! TWO is DESIGN. Someone may help you with design, but you have to do the content.

What is your site about? Can you get articles on it? news feeds relating to the subject?

Yeah usually having a site with lots of content gets people to your site which in turn brings atleast some of them to your forums and and the process goes on.
