When I attempt to access any VB Plaza features from my board homepage I get the following error: Your usergroup does not have permission to purchase vbPlaza Options.

I am an Administrator, how can I fix this problem ?

Edit usergroup permissions via admincp.

I ave looked at the VB Plaza options and permissions and I seem to have access, however the actual forum tells a different story ?

not sure you got your answer, but you need to edit the forum usergroups too not just the vbplaza ones.
