I would like to see a mod where the members can only hotlink to an avatar via a URL only and not upload/store it.

This is in the Usergroup settings...edit each usergroup and find "Can Upload Custom Avatars"

What i think he wants... is what I want.

I dont want people to upload avatars by a link, i want thier picture to be hosted by whatever they choose... e.g. imageshack, photobucket, ect.. By they put the link in, and it basically hot links into their post

So they are remotely hosted avatars and doesnt waste the bandwidtch of your server.
