Usergroup Leader is another Usergroup?

Has anyone seen a modification which allows a whole Usergroup to be the Leader of another Usergroup?

Yeah like that. I want whoever is in our officer usergroup to be able to add members to our recruit usergroup but I don't want to have to add/remove every officer that comes and goes as leader of the recruit group.
