Alerting System
 
Hello,
Would it be possible to create a hack / modification which would allow moderators and administrators to type in a message to alert a indvidual user or the whole site for example.

For example if a user is breaking a rule a moderator would be able to type in a message and submit it, then when the user clicks onto another link on the forum they get a pop-up message with the alert.

I'm not sure about the "popup"; but, there are modifications out there that will warn a user.

do a search on "warning"
