Reputation??? and Birthday Question

Question # 1: I wanted to be able to change how many of those green/red/grey icons appear in the postbit based on the reputation points of a member as a regular option in the admincp.

like each red/green/gray image is worth 30 points or something.

Question # 2: Also How To display Todays Birthday on Index
