Change the Rules

How do I change the text in the Forum Rules part of the registration process? I found the text in /install/vbulletin-language.xml and changed it but the changes haven't appeared when I uploaded the file to my server.

you should edit your phrases via the PHRASE MANAGER (http://www.vbulletin.com/docs/html/l..._manage_phrase)
