I am sorry if this sounds stupid but am I allowed to remove the Powered by Vbulletin thing from the title and if so how?

You can remove the "Powered By vBulletin" from the title only. Not the footer copyright.

You can either edit the phrase to say something else, or nothing at all.. or edit the FORUMHOME template and remove the phrase from the title.

Edit the phrase x_powered_by_vbulletin via your Phrase Manager.

It depends on what you want your title bar to look like. Personally, I'd recommend simply removing the " - Powered by vBulletin" and leaving the {1} (which is the name of your forum).
