Disable conditional function filter

This hack is intended to be used only in development environments!

With this hack installed you can enable/disable the conditional function filter with one quick edit to config.php. When the filter is disabled vBulletin will ignore the pre-defined list of allowed functions and allow any php function to pass.

This is a port of a 3.0 modification, you can find the 3.0 version here.
