Read rules

Hello, I am not sure if this is possible, but I would like to see something where a user can not post until they have first read a set thread # (in my case the Rules thread). This way everyone who posts will have no excuse for breaking them... Every forum I have seen has some type of thread for this purpose, so one would think it would be beneficial to others as well?
