Time Zone Problem when entering a user from the Control Panel

When adding a user from the control panel -- the time zone always seems to default to Western Europe Time. I need to add about 150 users manually and it would be a great help if this would default to Central just like I have my Time Zone set for the board.

Any help or suggestions would be appreciated.
