how would i place my logo at the top of the forum instead of Vbulletin

If your talking about were it says - Powered By VBulletin, you edit your languge & phrases in the admincp.

If your talking about changing the VBulletin picture logo, either change the site's default template in the VBulletin Options in the admincp, or...

Right click on the image. Look at the address bar, and remember where it's at.
Go into your FTP program, and download that file. Edit it, and reupload it (be sure to overwrite it)

It works now but only on my computer not on any others.

you need to upload the new image into your images file then install it through admincp
in the style section
