Someone caught cheating

On my site we have a guitar battle forum and we found one guy who has several different names registered under the same IP voting for himself. As far as I am concerned he's been caught red handed, however he is swearing up and down that it can't possibly be him. So I am going to throw this out there for you guys, I would like to get your opinions on it, in case I may be wrong or there is a chance this IP can be dynamically used by many.

The name he posts under mostly is rig96, here is what I get when I do an IP search for that username, all the IP's are the same:

dixielicks xx.xx.xxx.xxx [Find Posts by User] [View Other IP Addresses for this User]
kclad2000 xx.xx.xxx.xxx [Find Posts by User] [View Other IP Addresses for this User]
kotmjvip xx.xx.xxx.xxx [Find Posts by User] [View Other IP Addresses for this User]
pappalazaroo xx.xx.xxx.xxx [Find Posts by User] [View Other IP Addresses for this User]
rig96 xx.xx.xxx.xxx [Find Posts by User] [View Other IP Addresses for this User]
twatoth2005 xx.xx.xxx.xxx [Find Posts by User] [View Other IP Addresses for this User]

Registration IP Addresses
kc2000 xx.xx.xxx.xxx [Find Posts by User] [View Other IP Addresses for this User]
kclad2000 xx.xx.xxx.xxx [Find Posts by User] [View Other IP Addresses for this User]
mazolaboy xx.xx.xxx.xxx [Find Posts by User] [View Other IP Addresses for this User]

I had a similar issue on my site when I gave away an iPod shuffle. i found the winner to be a cheater after he made 3 fake accounts on the site (it was a referral contest). here is what i suggest:

check all the profiles, see if there is any similar info (like registration email addies)...see if the accounts post...see if there is any distinguishing info in the profiles such as IM info etc. if there is IM info, send them all messages at once and see what happens.

The names are mostly similar, but knowing the actual IP address, or at least the first three octets, will help.

Okay, here it is.. 82.36.220 this address is exactly the same for each name I mentioned.

You should not display another persons IP address for all to see! I suggest you edit your post A.S.A.P.

If all the names match all the IP addresses then he/she has cheated and like mentioned above some names are similar.

That ip range belongs to a Telewest Cable UBR (King ubr05) in the uk, there is zero chance it is used dynamically.

Cool, thanks for the info guys.

I wouldn't exactly say there's a zero chance. There's an almost zero chance if post dates are close together but not if they're further apart. Cable connections work like, for example, AOL connected via a router. They're both permanently connected and so have an IP address for the whole of the time they're connected. But disconnect and reconnect and a different IP address is assigned which again remains the same for as long as the connection is maintained.

I am aware how cable works - check the site I'm an admin on ;) It takes more than just a disconnect / reconnect - if you do that you will get the same IP reallocated to you (unless you change MAC address) :)

and usually ISP's do not like you changing you IP address...
