Where to edit to implement banner?

as you can see i have 2 navbars...

i would like to implement a banner system like phpads or something inbetween them to show banners.

where would i need to edit to implement this?

it has the main navbar..

then a space and another navbar with this text on it: Dont miss a channel, become a vip member today!
