[ACP / MCP] Always show 'Save' and 'Save & Reload'
 
When we're editing a forum, user, usergroup, avatar, setting, and many more things, we usually go back to it, afte rupdating. Why not add a 'Save' and 'Save & Reload' everywhere? To forums, categories, users, usergroups, ranks, plugins, products, etc.
