PM permission

Seems like I've seen an addition to v3.5.x that allows a forum admin to set the minimum number a posts that a user must make BEFORE they can use the PM system.

Does this sound familar to anyone? I've done several searches, and came up with nadda. Does it exist? If so, could you post a link?

It is a standard feature.

Disallow Registered Users usergroup to use PM, then create a new usergroup that is allowed and setup a promotion on x posts.
