User Reporting Management System
 
At present, I am getting a lot of reports and complaints about various users by pm / mail. It would be great to have a system where a user could post a report about a user and what they did.

Then moderators can keep track of who has been causing problems / what they have been doing + plus add additional comments/resources. Thus making ban decisions a lot easier.

It should of course be permissioned (so moderators cannot see complaints about themselves etc) - but would be inifinately better than the "bad user thread" system I have at present.

What does everyone think?
