shtml or similar splash page

Hi everyone.

What I want to do is have an html page that I can pretty much edit as a regular page, so that it doesn't even look like a vbulletin page (just like an ordinary splash page), but I want to display the last 20 topics in a list.

I'm sure someone can help me here. :)
